We established that Emet-Selch draws his 'Underworld' power from the Lifestream, which Expiation doesn't have. (In this same fashion, for example, people like Aerith Gainsborough, also wouldn't have the ability to communicate with the planet in Expiation or sense 'life' and related things.) Expiation does have something similar, but it's not a 'true' Lifestream or 'force of life' in the planet. (The details on this are spoilers for overarching game story, so this will come up in the future.)
Emet-Selch may be able to develop similar abilities using what Expiation's world does have and we would encourage that, however, these would not manifest the way they would have when connected to the Source, nor would they be identical reflections of what he's capable of, merely similar concepts. Our limitations here involve anything that would be potentially over-powered (read: world-breaking or destroying, or town-destroying, etc) and to have adequate communication with anyone who might be affected by said abilities.
Per prior conversations regarding Emet-Selch and his variety of abilities, we declared he could keep his monster forms upon entry, provided they were adequately down-sized.
His ability for creation does not come from the Lifestream and thus he is free to create at will, under the caveat that said creations will be temporary and last as long as necessary, dictated by the situation. Right now, we want to limit the size of his creations to a master-sized bedroom when it comes to personal use or demonstration, however, would be inclined to allow something larger for player-run events or other special circumstances.
Magic is not a foreign concept to the locals of Expiation. Most people in Aldrip don't utilise it as they associate the concept of magic with power-hungry wizards, cults, and other like taboo practises. Constructive and supportive magics like healers are given more leniency. The locals of Expiation are likely to perceive Emet-Selch with a fair amount of wariness and scepticism in the face of his displays, though unless they witness him actively harming other people, they will not be hostile or aggressive toward him.
