You have the option of going through the process of the Aldrip locals helping build this bar at Dazai's supervision and guidance. If you would like to go this way, you're not required to thread this out (but you may do so in a monthly catch-all or something akin to it). You may also handwave it, if you wish. You can estimate that it probably would take them a week or so to build the bar. (Those Aldrip locals are probably working around the clock!)
