-I was thinking of Phoenix from the X-Men comics, but just like a tiny fraction of her power (as she's been split apart before in the comics, but even more split up now with this power gain). So, any telepath familiar with Phoenix from the comics could tell that she's around, but like super faint. I mostly didn't want to give Scott overpowered stuff, more of a reminder or a faint echo of how it felt when he glitched into Phoenix!Scott during the glitch events. As such, no cosmic/overpowered world changing abilities, and just fire based abilities. Phoenix really won't have a ton of sentience, definitely not compared to her normal full form. As in, she definitely won't control him or make him do stuff. Scott will feel her presence inside him, but she won't be amplifying his emotions or whatnot.
-I'm not an expert when it comes to Persona lore, but I think it's something similar to that? It just that he has a couple of extra abilities when she's inside him. The Phoenix will always be a part of him, but can be summoned to have a physical form outside of him and has some sentience, but it's more like a well trained bird or animal that obeys him. So, maybe some minor pecking or bird like mannerisms. Scott will also lose access to any fire powers/extra abilities when she's outside of him, as she's the source of them.
-He will feel very conflicted about using her powers to begin with. While unsummoned/still inside Scott, he can set a couple parts of himself on fire at a time, which I imagine Scott will mostly use as defensive measures and maybe learning more close combat stuff (fire punches??). Phoenix's summoned form isn't going to be strong, as she will be a medium sized bird that can shoot small fireballs, but other than that, Scott may use her as like a light source in a dark area (as she glows faintly) or possible investigation stuff??
-Adding here, Scott will be immune to his own fire, but regular fire still hurts him because I think it's funny.
If you need me to adjust anything, I'll be happy to work on it! Also, if possible, could Scott have this power upon waking up right after the reset? If not, no worries at all!
