Hello mods! I was wondering whether it is possible for Emet to sneak into the new Council building and try and snoop around? He wants to see if there are indeed some kind of new security measures put in place after Ragna's bombing last month.

(I'm fine if he gets caught or faces consequences/whatever for it.)
