We're inclined to allow his monster forms upon entry, though might downsize (as Hades is absolutely massive in comparison to characters), but if you prefer to acquire these through AC rewards, you may. Since it's a part of who he is, however, and who he's become (depending on canon point), we would have accepted these forms as a part of him. We had another player with a character who has multiple forms and advised them that we'd want a list of those other / additional abilities these other forms might have in their application. We'd also recommend having an info page for that and possibly an opt out for any characters who interact with him.
We see no issue with Emet having the ability to create items or illusions (and related) and would prefer to have these be temporary constructs for as long as necessary as dictated by the situation. We would like to limit the size to a room, though would be willing for player-run events or larger events to adjust that in special circumstances.
Magic is not a foreign concept to the peoples in Expiation, though they tend to think of power-hungry wizards, cults, and other more taboo practises when it comes to magic. Perhaps Emet-Selch can be among the first to show that not all magic is destructive and may pave the way for a more magic-friendly environment.
We would like to leave it up to your discretion as to the potency of his magic (obviously, nothing over-powered), though it makes sense that his death would cause said potency to be lowered. Should he die in Expiation at any point, you could factor that in as well—that additional deaths (in tandem with bodily alterations) could result in further decrease of his magical ability.
